The first question is the number of cells in series. A single Li-ion or Li-Po cell (3.7 V nominal, 4.2 V full charge) charges very well with a TP4056 module in USB Type-C or Micro, which manages constant-current then constant-voltage charging; the "with protection" versions add cutoff for deep discharge, overcurrent and short circuit. For a pack, you need a BMS matching the correct number of cells: 2S (8.4 V), 3S (12.6 V), 4S (16.8 V), 5S, 6S or 10S (42 V). A 3S BMS must never be wired onto a 4S pack.
For removable 18650, 16340 or 14500 cells, a battery charger like the TG-008 avoids any wiring. A CN3303 module in Type-C directly charges a 3S or 4S pack, and a MAX17043 gauge can display the state of charge. Converters and power supplies can be found in the Chargers category.
The TP4056 is a charger: it takes 5 V on the input and charges a cell up to 4.2 V. A BMS protects and balances a pack during charging and discharging, but it does not regulate the charging voltage, so a source suited to the number of cells is needed.
A "12 V" Li-ion battery is usually a 3S pack that charges at 12.6 V. A source set to 12.6 V with current limiting is needed, paired with a 3S BMS chosen according to the discharge current.
Yes, through a charging module: the charger supplies the 5 V and it is the TP4056 or equivalent that manages the charging profile. Connecting the 5 V directly to the cell is dangerous.
Based on the maximum discharge current and the number of cells in series. The capacity in Ah only affects the charging time and the reasonable charging current.
